A directive by Controller of Budget barring county governments from issuing bursaries to secondary school students has been met by criticisms with Mombasa Governor Abdullswamad Sheriff Nassir condemning the move as insensitive.

Speaking at the launch of last mile water connection projects —clean water solutions in Jomvu in Mombasa yesteday, Nassir expressed his concerns and dissatisfaction with Nyakang’o’s decision condemning the move as a direct attack on the rights of needy and vulnerable students.

” At a time when families are grappling what the harsh realities of an economic downturn, denying students bursaries is likened to cutting off their lifeline. This directive must be reconsidered,” Nassir said frustrated.

The directive he revealed, is a threat to the social safety not designed by the devolved governments to bridge education access gaps for the disadvantaged children.

The council of governors had earlier on Friday, January 17, 2025 called upon the controller of Budget to appreciate and uphold decisions made by the county assemblies on approved budgets, further asking the controller to address the Governors in matters of governance and policy.

The Mombasa Governor urged the Senators to come forward and help them as council of governors in the fight since it involves all county leaders and not just Mombasa.

Nassir asked the Senators to help back up and push the controller of budget to revert the said decision, stating it will bring more harm to the vulnerable needy children who desire to be in school.
